Fines for IPTV Users Start at €750 in Greece (Up to €5,000)

Greece has enacted new administrative measures targeting individuals who access unauthorized IPTV (Internet Protocol Television) services. Under the framework defined in Joint Ministerial Decision 358834/2025, fines now start at €750 per violation for personal, non-commercial use. If a user repeats the offense, the fine doubles to €1,500. For commercial users, fines begin at €5,000 per infraction and double to €10,000 for repeat violations  .

 

The law aims to penalize end users directly—shifting enforcement focus from content providers to consumers. Authorities responsible for imposing and collecting these fines include the Independent Authority of Public Revenue, the Financial Crime Prosecution Corps, the Market Surveillance Unit, police, and customs services  .

 

The administrative process requires evidence such as the user’s personal details and evidence of the infringement. Offenders have a 10‑day period to contest or pay the fine. Paying double the amount within this window allows them to avoid criminal prosecution, though they remain subject to civil claims by rights‑holders  .

 

These rules complement Greece’s prior anti-piracy efforts, such as blocking orders targeting domains and IP addresses associated with illegal live sports broadcasts. The new framework aims to deter piracy through direct financial penalties on individual users  .
