Ukrainians can now report illegal online casinos to regulators
On August 22, 2025, Ukraine’s gambling regulator, PlayCity, unveiled a new online registry system that enables citizens to verify the legality of online casinos and report illegal gambling websites. The platform also allows users to lodge complaints against internet service providers that fail in blocking prohibited gambling platforms, plus download a database of illicit casino domains. Currently, this database includes 1,540 domain names, with the system specifically designed to detect clone and related domains used to circumvent restrictions. The launch underscores broader concerns: the Association of Ukrainian Gambling Business Operators warns that the shadow gambling market could cost licensed operators at least UAH 15 billion (around USD 363 million) in lost revenue by end of 2025. Since February 2025, Ukraine’s Digital Transformation Ministry has been directing gambling policy through PlayCity.
